Latest IIEST status as of April 13, 2010 (The Statesman Article) [PDF]

1) From Budget statement: "69. Setting up of Indian institute of Engineering, Science & Technology (IIEST): A State University, namely, Bengal Engineering and Science University, Shibpur is proposed to be converted into a Central Government Institute, namely, Indian Institute of Engineering Science and Technology (IIEST)."

2) The Telegraph (February 27, 2010) Besu funds signal

The Centre has allocated Rs 15 crore for the first time in the budget for converting the Shibpur-based Bengal Engineering and Science University (Besu) into an Indian Institute of Engineering, Science and Technology.

The allocation represents the first occasion that the Centre has made a budgetary allocation for the project that has survived several scares, and was almost called off last year after unrest on the campus. The allocation confirms that the human resource development ministry finally plans to take over Besu this year.

Can anybody inform about the latest status of conversion process of Besu to IIEST. Why there is so much secrecy and why everybody is silent about it ? Is it not just and overdue for a institute like Besu ?

More than two months have passes since finance minister has allocated funds for conversion of Besu to IIEST. May we know what further steps MHRD / GOI has taken to implement it. They are busy in passing foreign education bill and other bills but MHRD has no time to pass the Besu bill even in 3/ 4 years.

What happened to IIEST bill ? Why MHRD is silent about it ? Sanction of funds in budget by finance minister does not mean it is mandatory for MHRD to implement it. Budget is only a planned allocation which may not be translated into application / utillisation. Let Besu follow it it up vigorously with GOI otherwise IIEST may remain a lost dream only.

We have been waiting eagerly for this conversion into IIEST. This is an perfect example of tranformational leadership. How Ajay Da has changed the enire situation in just 2-3 years. All the best to us ( alumnus) and congrats to those who will study there.

We previously heard that BESU officers’ and staffs’ union leaders having allegiance to ruling party were not enthusiastic about the conversion of BESU to IIEST. I guess they prefer status quo as they know that under Central Government, they have to work to earn their salary. They are afraid they will be out if they can not prove their worth. To hide their fear, they are raising a slogan that they want BESU to be an IIT rather than IIEST which they think is inferior. They know fully well that their political bosses do not want it to be an IIT as they will lose all control at BESU. In that case, status quo will be maintained and the leaders will have a good time at BESU.
However, before raising a slogan of conversion to IIT, they should have realized what the mission of IIEST is. IIEST is supposed to go one step beyond IITs. It will be international in nature, focus on research and will have 5-year integrated course leading to master’s degree. Anyone with a little bit of common sense would know which one is preferable. So, my advice to all the union leaders, “Do not try to obstruct the conversion by raising spurious slogan. Work a little bit to make BESU a top engineering school again”. I believe VC has already assured you that nobody’s job will be eliminated during his tenure.
If you still oppose the conversion, please understand the situation you all will be in when your bosses lose their jobs after the next election. The conversion may be delayed, but you may be in a much worse situation after the 2011 election. Remeber the Bengali saying "nijer bhalo pagoleo bojhe".

Who is this 'senior university official'? Hope he is not from Jadavpur university trying to sabotage the effort! May be we should track him down and make him understand the benefits of becoming a central institution and the fund that it brings along with it. S/he should know that the world has advanced a lot and research does not take place in the kitchen any more. The more fund you have, the more resources you can allocate for education and research which in turn makes you competitive globally. While I would not beat the drum against the stand of state government in the past (BTW - I am still a CPIM supporter), it seems to me that the state government is kind of willing this time and so need to piss them off by writing against them. We need to stay calm, be shrewd and get the job done. We should focus more on publisizing the benefits of becoming a central institution to win the heart of those skeptics than to go on a open war with them. Ultimately, when IIEST is done, the state government benefits the most since the additional fund is spent in the state. Sooner or later the skeptics will understand this - the sooner the better.

I am elated to know that finally some positive step is being taken by the central govt. I must admit that the credit goes to Vice Chancellor - Mr.A.K Roy for turning around the faith of this troubled university after years of unrest and misfortune.

I dont know who are inside the catagory of Seniar Official of BESU(Except Proffs and Students) who are making such a use less comments infront of Media. Please dont destroy this golden oppertunity like Tata Nano from Singur. We all want improvement for West bengal and to achive this Central Fund is mandatory.So as a alma matter we are requesting please stop your mouth till the University get the IISET Status.

I read Swapanda's comment and the relevant Indian Express article. I'm perplexed by some who are opposing IIEST conversion. Actually BESU was ranked higher than Jadavpur University by both of the commissions that approved the conversion to IIT and IIEST respectively. I sincerely hope that this conceited move by some anonymous ill-wishers of BESU are roundly condemned by all well wishers of BESU. Let's do everything we can to get GOI to move swiftly on the conversion to IIEST.

On reading the news article “BESU divided over upgrade to National Institute” in Indian Express, it is clear to me that the vested interest has started their old game again and try to spoil the conversion of BESU to an Institute of National Importance. These guys want to keep BESU impoverished so that the school depends on their mercy. It is quite clear that they do not care for our Alma Mater but only look for their personal interest through the prism of narrow party politics that will please their political bosses.
For how long, these party cronies want to keep stabbing BESU? When we started our campaign for IIT status in 2002-03 so that BESU has enough resources for its development, West Bengal Government (WBG) denied our request for absolutely wrong reasons. Not only that, they provided minimal resources and kept it impoverished. When MHRD wanted to convert BESU to an IIEST which they wanted to be the next big Indian brand, WBG stopped it? The proposed IIEST in its original form was meant to be even better than IIT as it was supposed to combine the best of IIT (best students in India ) and IISc (focus on research and higher education). These IIESTs would have been international in nature with a focus in research in engineering and science and would help India to catch up with the Western World and other emerging countries. They were supposed to gather best professionals from different parts of India and focus in excellence rather than hiring incompetent professionals and administrators via pure dirty politics.
It was WBG with the help of the party cronies having personal vested interests that killed the formation of IIEST in its proposed form. They forced MHRD to alter the proposal so that they can partially keep a hand in the institute administration through a 50-50 arrangement. Although, it is not as good as the original proposal, it is still much better than the present condition at BESU. These are the same people who always create troubles at the campus when IIEST conversion receives any positive news or gain momentum.
Being born and raised in the Indian state of West Bengal, we of course want excellent education institutions in West Bengal as well as in other parts of India. But when you cannot help it to convert a heritage institution from dying due to lack of goodwill, then why destroy it? We have many state schools. Why do you not “keep control” and improve them? Why WBG only changed sign board from BEC to BECDU and then to BESU without allocating any additional fund? Why the vested interest group that opposes conversion did not influence their political masters for additional budget when other state school received their larger share?
Please stop opposing conversion to IIEST and don’t try to destroy our beloved Alma Mater. People of West Bengal will not forget this non-sense behavior and will never forgive you.

Maybe some division over IIT or IIEST
Even as the Union Budget 2010-11allocated Rs 15 crore as planned grant to Bengal Engineering Science University (BESU) in Shibpur for upgrading it to a national institute, a section of University officials have expressed concerns saying they want BESU to remain a state university.
This section feels that BESU deserves nothing less than an IIT status, and if not upgraded to this level, it sees no reason why the elevation should take place.
“BESU will be better off as a state university. A case in point is the Jadavpur University that has 10,000 students and even with a campus half our size, it is rated among the best universities in the country,” said a senior university official.

Like all alumni, I am happy to see the latest development at B E College. However, we should be very cautious as there is small group who do not like to loose "power and control" and may create trouble for VC and BESU as did in recent past where students where mere victims of dirty politics. Fortunately with our new caring VC, most of faculty members, most of students and alumni like this change. We should appeal to West Bengal Government to support VC to speed up the proces for the benefit of students and future of West Bengal.

Our great institute had all qualifications to become leader of all technical institutes in India.But because of entirely political reasons, our institute has been pushed back to back bench.

I did my B.E in Computer Science & Technology from BESU, Shibpur in 2009.
I am very much glad to know that our beloved BESU will be upgraded soon to IIEST. When we were in our 2nd Year, we have done Hunger Strike as a movement for the upgradation of BESU to IIEST. Now I am very pleased that our effort is successful today at last.

Awesome news!
BESU should cease this rare opportunity to become a world class institution cutting through the cocoon of a local university and do everything right for excellence.
It is also necessary to identify the special niche of the university by way of creating a well thought strategic plan. The new curriculum and faculty hiring should be guided by this strategic plan.
Next, slowly get rid of dead wood and incompetence amongst the faculty.
The new curriculum should emphasize on creativity and leadership.
In new faculty members excellence in teaching and research should go hand in hand.
Electronic access to journals.
Investment in other physical facilities should be done carefully.
Above are passport to greatness.
