|Upgradation of Bengal Engineering and Science University (BESU), Shibpur to an Indian Institute of Engineering Science and Technology (IIEST), Shibpur at Howrah, West Bengal

|The Union Cabinet today approved the proposal for taking over of Bengal Engineering and Science University (BESU), Shibpur and converting it to Indian Institute of Engineering Science and Technology (IIEST), with a total five years' project cost of Rs.592.20 crore (Rs. 300.30 Crore as non-recurring cost towards capital expenditure and Rs.291.90 Crore as recurring expenditure).|
BESU will be converted to IIEST by suitably amending the NIT Act, with special clauses, which should reflect its exclusive character. IIEST will be an 'Institute of National Importance' covered under NIT Act and its organizational and governing structure will be on the lines of National Institutes of Technology (NITs).
IIEST will integrate under-graduate education, post graduate education and research in engineering and science under the same umbrella. IIEST will be an Institution of international standard and will produce quality manpower for the strategic sector of the country, research laboratories and quality teachers for the institutions of engineering and science education.
The Government had constituted an Expert Committee in 2005 to evaluate and suggest a plan of action for upgrading seven Institutes, including BESU, which had earlier been identified by Prof. S K Joshi Committee. The Expert Committee recommended the establishment of a new system of 'Indian Institutes of Engineering Science and Technology (IIESTs) as Institutes of National Importance through an Act of Parliament. The Committee recommended upgradation of five Institutes including BESU, to become an IIEST.
The admissions to IIEST will be through national level entrance exam namely, All India Engineering Entrance Examination (AIEEE).

Let IIEST do this....
OK,I am talking about a place within top 20 in the WORLD UNIVERSITY RANKING.
Right from the inception IIEST should be nurtured carefully with an aim set to that high.....

BESU has got what it deserves...the IIEST status.
Some suggestions for further upgradation:
1.Starting new engineering departments like Chemical and Biotechnology etc.
2.In near future BESU has to create its image as a premier RESEARCH INSTITUTE otherwise it will fail to get its coveted worldwise recognition.
3.Along with engineering studies BESU should also emphasize in basic science subjects to become really a complete WORLD CLASS institute.

|It's matter of great pride to see our BE College ( as I love to call it always) elevated to such standard. It began when we were in BEC. Became autonomous in 1992. And finally, IIEST. Wow, feeling really good. Congrats to those who put their sincere efforts to achieve it. |

Clearing another hurdle in this Marathon process is another step in the right direction but there are still many of the administrative and legal formalities to be completed, before this cabinet Approval becomes an Act. Here are a few things we expect to see next:
1) Place a Bill in the parliament
2) Approve the bill by Chairman of the Rajya Sabha, and then forward it to the Standing Committee on HRD Ministry
3) Clear the Bill by the Standing Committee on HRD Ministry and the same is introduced in parliament
4) Approve the Bill is then in the Rajya Sabha, then Chairman forwards it to the President of India for approval
5) Sign the Bill by the President of India
6) Announce the passage of Bill in the Gazette Extraordinary of Govt. of India.
Union Cabinet approved ITBHU’s conversion to an IIT in March 2010 and a bill was only placed in Indian Parliament on August 30th . Additionally, WB State Government may need to relinquish control of BESU during the process which may be another step. So the next step for BESU is to place a bill to amend NIT Act to include IIEST. By the way, an amendment of NIT Act 2010 has been placed recently in the Parliament to include 5 IISERs. So, either IIEST is included within IISER provision or we have to wait for another amendment of NIT Act. BESU has also needs to be included within AIEEE system which will have additional administrative (and WB Govt approval?) steps. There many a few other options like it happened in the case of Roorkee which was upgraded by an Ordinance.
It means that we need to wait for while to complete all the administrative and legal formalities till we see BESU, Shibpur is officially changed to IIEST, Shibpur. It is almost 8 year old mission to convert BESU to an INI in form of IIT or IIEST. We hope both State and Central Govts will continue helping here till we see IIEST is born. Of course, we will have to wait till we see true potential of IIEST once administration, faculty and students participate to change our Alma Mater for better within IIEST framework.

|We now want to see "Besu converted to IIEST and taken over by GOI" This kind of proposal for upgradation approved - we saw earlier also may be 3 years back but nothing happened after that. Please see that the approval translates into action / reality as early as possible and does not remain in paper only. May be approval of parliament and many other road blocks will be created just to stall the conversion. Please keep constant pressure on GOI and WBG to make it a reality. |

Shall we get any priviledge for admission in Mtech programme or we have to pass the GATE exam for this purpose?
